The Lincoln County Sanitation District plans to hire a District Administrator to join our team. We plan to hire someone with exceptional organizational and communications skills. Working with our System Operator and our partners is an important aspect of this position. The Lincoln County Sanitation District, founded in 2011, is responsible for wastewater management in Lincoln County outside of the cities of Stanford, Eubank and Crab Orchard. Our achievements to date include providing sanitary sewer service to Hustonville and most of the subdivisions along US 127. We plan to complete service to western Lincoln County within the next five years with another construction project in the Moreland area.

 

Job Description:

Leads and coordinates:

Programs and planning for construction projects to include funding, and communication with Lincoln County Fiscal Court, Bluegrass Area Development District, KY Infrastructure Authority, KY Division Of Water, AGE (Austin Gooch Engineering), Greensource, the City of Hustonville and others to ensure project completion

Be responsive to all communication from partner agencies and customers

Provide support to the Board by providing current information on billing and other non-operational concerns

Cooperate with our partners in the City of Hustonville and the Danville Wastewater Treatment Plant

Will spend a significant amount of time with our System Operator and/or Board Chair to learn our current system assets and how they operate

Will assist System Operator when staffing is needed to safely complete certain activities such as jetting, videoing the collection system and confined space entry procedures

Will provide invoices, credit card receipts and other financial information to our accountant LeeAnn Smith.

Maintain filing systems and ensure the proper retention, protection and disposal of records

Manage data entry and other record keeping tasks

Provide regular office operations reports to the Board and identify areas for improvement

Assist with budget preparation and track expenditures

Process invoices and manage accounts payable and receivable

Support the System Operator when needed

Will report to the Board Chair

 

Qualifications and Skills

Strong verbal and written communication skills

Comfortable tracking budgets, expenses and supplies

Provides excellent customer service

Works well with others and can foster a positive work environment

Proficiency in using office software and database management

Strong attention to detail

A Self-Starter

 

Education and Requirements:

BS/BA degree preferred

Two to three years’ management experience preferred

Specific water/wastewater industry experience preferred

Proficient with Microsoft Office software (Word, Excel)

Wastewater Operator certification preferred

 

Compensation:

Compensation will be paid based on an hourly rate determined by applicant qualifications. The qualifications are those above. The gross hourly rate will be between $18.00 per hour and $22.00 per hour, depending on the requirements above. These rates include fringe benefits provided to all Lincoln County government employees. The fringe benefits include Health Insurance
 

(which includes Medical, Dental, Vision coverage), Workers’ Comp, Life insurance, Pension, FICA and other tax withholdings. The deductions for fringe benefits will approximate 35% of gross compensation. Lincoln County does not pay Health Insurance premiums for part-time employment. Full time status requires a minimum of 100 hours per month.

 

Travel and Expense Policy:

The Lincoln County Sanitation District will pay the current Commonwealth of Kentucky (200 KAR 2:006) mileage rate for each mile driven in performance of duties in the employee’s privately owned vehicle.
